Mel Herzberger began
his property management career in 1970. With more than 40
years experience, he has become one of the most accomplished
and respected professionals in Maryland.
His reputation as a knowledgeable, diligent, and dedicated
business operator has been the catalyst for ACM’s exceptional
expansion over the past decade.
Mel has a long-standing commitment
to the housing industry; he has served as president of the
Home Builders Association of Maryland (HBAM) and the Maryland
Institute of Builders. He has devoted his involvement in HBAM
to member education and the legislative process, chairing
legislative committees from 1978 through 1985. In 1983, Mel
was named “Builder of the Year” by HBAM and was elected President
in 1987. As HBAM President, he partnered with the late Jim
Rouse in raising over one million dollars for Mr. Rouse’s
Enterprise Foundation, a tradition carried on by Mel’s successor,
John Colvin.
Mel is currently on the Board of Directors for
the Chesapeake Chapter of the Community Associations Institute
(CAI) and has served as a member of the Maryland Legislative
Action Committee for CAI. He is an activist in Annapolis,
Maryland throughout the lawmaking process and strongly influences
decisions pertaining to community management and HOA/condominium
associations. This involvement enables ACM to have a voice
in a critical aspect of the management business that few other
companies share. Mel's legislative initiative through the
years has been in support of issues that are important to
his clients. His commitment to education for those entering
the building trade and property management fields, his advocacy
for legislation to clarify the transition and warranty process
for condominiums/HOAs, and his support for standardized community
management contract language, demonstrate unwavering resolve
to find solutions that further promote ethical real estate
management practices.
ACM currently employs over 50 highly
trained professionals consisting of property managers, community
managers, property maintenance, accounting, and administrative
personnel. While each department serves specific needs for
our clients, ACM stresses a team oriented environment in which
employees work cohesively to accomplish tasks and fulfill
responsibilities. This interaction between departments enhances
our ability to deliver professional services to the highest
of standards. We take pride in our philosophy that promoting
laudable employees from within the ACM family builds stronger
corporate foundation and loyalty, ultimately increasing productivity

Community Management
June Jackson,
Senior Vice President
June Jackson has been with ACM since
its inception. She was originally hired as a Community Association
Manager and through years of dedication and professionalism,
was promoted to Senior Vice President of Community Association
Management. June has more than 20 years experience in the
management business and holds several distinguished Community
Associations Institute (CAI) designations, which include:
Certified Manager of Community Associations (CMCA), Association
Management Specialist (AMS), and Professional Community Association
Manager (PCAM).
Client and Administrative Services
Hazel Wilkinson, Vice President
Hazel Wilkinson was hired by ACM in 2003 and she has a remarkable
28 years of property management experience, primarily concentrated
in condominiums. She currently holds the position Vice President
of Client and Administrative Services and oversees the administrative department. She is also responsible
for reviewing and revising management contracts, handling
the transition process for new clients, and overseeing ACM’s
administrative operating procedures. Hazel has achieved the impressive
designations of Certified Manager of Community Associations
(CMCA) and Association Management Specialist
(AMS) through CAI, as well as Certified Property Manager (CPM)
through the Institute of Real Estate Management (IREM).

Management
Robert "Bob" Guerin, Vice President
Bob joined ACM as a Community Manager in 2004 and has an outstanding 35 years of experience in residential and multifamily property management including the position of Property Manager for Monumental Properties and District Manager and Assistant Vice President for Town and Country Management. Bob has a Bachelor of Science degree in Business Management from the University of Baltimore and has earned the designation of a Registered Apartment Manager (RAM) from the National Association of Home Builders (NAHB).
Accounting
Theresa Edwards, Vice
President
Theresa Edwards joined ACM as Vice President of
Accounting in 2009. She is a Certified Public Accountant (CPA)
with over 10 years of experience. Her background includes
having served as an Assistant Controller with an international
hotel chain, Senior Finance Officer with a two million dollar
non-profit organization in Washington, DC, and Senior Development
Accountant with an Arlington-based real estate developer/management
company. Theresa earned a full academic scholarship to the
esteemed George Washington University, where she received
her degree in Business Administration. She dedicates much
of her spare time volunteering with various mentoring programs
for underprivileged youths. Theresa has also served on the
Board of Directors for Acorn Hill School and was honored as
a National Scholar of the Horatio Alger Association for Distinguished
Americans.
Maintenance
Dale Franklin, Manager
Dale Franklin
has worked with ACM since its inception. He has an astounding
40 years experience in condominium and community maintenance
management. Dale is primarily responsible for overseeing ACM's
maintenance staff and coordinating our emergency response
team; he applies his knowledge of community and property management
as the representative for two condominiums. |
